United Nations Lead the Third Climate Change Negotiations of 2010

The Third United Nations Climate Change Negotiations of 2010 opened in Bonn, Germany on August 2nd. Nearly 4500 representatives from more than 190 countries participate in this negotiation, preparing for the coming United Nations Climate Change Conference at the end of this year which will be held in Cancun, Mexico. Christiana Figueres, the executive secretary of Secretariat of “United Nations Framework Convention on Climate Change” said that she is looking forward to participating countries’ continued progress in five key fields.

First of all, Figueres pointed out that all countries need to determine how to implement the reduction commitments. At present, all the industrialized countries have made commitments to reduce emissions by 2020, 38 developing countries have also submitted their plans for limiting carbon emissions. These commitments need to be confirmed by an internationally recognized form. In the meanwhile, she urged each country to take more stringent emission reduction actions, and called on developed countries to make a leading role in the actions.

Secondly, she said that all countries will be probably to reach an agreement on how to help developing countries deal with climate change. It will include adaptation to climate change, limiting emissions incremental, providing adequate funding, increasing the use of clean technologies and promoting sustainable forestry and so on.

At the same time, Figueres encourages industrialized countries to implement the commitment of providing funding to the developing countries on climate change. She pointed out that in the Copenhagen conference in 2009, developed countries committed from 2010 to 2012 to provide 30 billion U.S. dollars Quick Start funds to developing countries for their efforts of climate change mitigation and adaptation. They also committed to raise 100 billion U.S. dollars for meeting developing countries’ needs each year before 2020. To the developing countries, fulfilling financing commitment is a signal of developed countries to promote the climate negotiations.

In addition, Figueres also pointed out that each government need a transparent and accountable manner to measure, report and verify their agreement on addressing climate change. Finally, Figueres said that we need a restrictive measure to confirm emission reduction commitments. But the specific way still needs to be confirmed. At present, all countries are considering various possible options.

This round UN Climate Change Negotiations is scheduled to end on August 6th. The next round of negotiation will be held in Tianjin, China from October 4th to 9th.
